Every retirement annuity, or any other annuity provided in this subchapter shall be lifelong in nature and be paid in monthly installments. It may not be decreased, revoked or repealed, except when granted in error or when it is otherwise explicitly provided in this subchapter. These annuities may only be increased by law.
