The advice and technical assistance to private enterprises shall be provided prior to the legalization of the service contracts as provided in § 402e of this title, known as the “Mental Health and Addiction Services Administration Act”, which provides that the Administration shall have the power to generate its own resources and to charge third parties for the services rendered.
