§ 2152. Initiation of procedure

Except when otherwise established by law, the adjudicatory procedure before an agency may be initiated by the agency itself or by the presentation of a complaint, application or petition, in person or in writing, within the term established by the law or regulations, with regard to a matter that is under the jurisdiction of the agency.

Every agency shall adopt regulations to govern their adjudicatory procedures.
