§ 2134. Published regulations; presumption; judicial notice

(a) The publication of a regulation in the “Commonwealth of Puerto Rico Rules and Regulations” raises a rebuttable presumption that the text of said regulations thus published is the text of the regulations as they were approved.

(b) The courts of the Commonwealth shall take judicial notice of the contents of all regulations printed in the “Commonwealth of Puerto Rico Rules and Regulations”.

For said purposes, the Secretary shall forward a copy of the publication free of charge to the libraries of the Supreme Court, the Court of Appeals, the Court of First Instance and the libraries of the law schools of the universities of the Island, as well as the Library of the Federal District Court of the United States for the District of Puerto Rico.
