§ 2127. Rule or regulation—Nullity and time to file action

(a) A rule or regulation approved after the effective date of this act shall be null if it does not substantially meet the provisions of this chapter.

(b) Any action to dispute the validity of the face of a rule or regulation because of noncompliance with the provisions of this chapter must be filed before the Court of Appeals within thirty (30) days following the effective date of said rule or regulation. Competence over the action shall correspond to the judicial region in which the domicile of the petitioner is located.

(c) The action filed to dispute the procedure followed to adopt the rules or regulations in question shall not stay their effectiveness, unless the law pursuant to which they are adopted expressly provides otherwise.
