The annual celebration of a “Public Employees Charitable Campaign” is hereby authorized to collect funds among public officials and employees. Said campaign shall be the only one, except in emergency situations, to be held in agencies of the Government of the Commonwealth of Puerto Rico. Said campaign shall be coordinated and carried out in such a manner that public employees will not be induced to prefer a federation of charitable institutions or a specific charitable institution. Campaigns shall be regulated by a Regulations Council composed of the Secretary of the Treasury, who shall preside [over] it, and by the Secretaries of the Departments of Education and Social Services, the Administrator of the Central Office of Personnel Administration, or their authorized representatives, two (2) mayors appointed by the Governor of Puerto Rico and three (3) representatives of the public employees designated by the Board of Directors of the Commonwealth of Puerto Rico Employees Association, from among the members of said Board, one (1) representative of the Legislature designated by the Presidents of both Houses and one (1) representative of the Judiciary Branch designated by the Chief Justice of the Supreme Court. The Council shall be attached to the Department of the Treasury, who must provide office facilities, personnel and supplies for the performance of its duties and responsibilities.
