The intention of the provisions of this chapter is established and interpreted in reference to the precepts of the Federal Property and Administrative Services Act of 1949, as amended by Public Law 94-519, approved on October 17, 1976.
The provisions of the Federal Property Management Regulations, Title 41 of the Code of Federal Regulations, Part 101-44, shall also be complied with.
