The Operational Plan is developed pursuant to § 203(j)(4) of the Federal Property and Administrative Services Act of 1949, as amended by Public Law 94-519, and taking into consideration § 924 of this title, Reorganization Plan No. 2 (Substitute) of 1971, App. I of this title, and § 933a and 933h of this title.
