P.R. Laws tit. 3, § 1631c
In order to develop and comply with the public policy stated in § 1631a of this title, the Program shall have the following objectives:
(a) To subsidize projects operated by public agencies or private persons or entities addressed to the prevention of delinquency and the rehabilitation of youth. Among the types of projects to be subsidized, without it being construed as a limitation, are the following:
(1) Those that offer and increase community options to prevent juvenile delinquency;
(2) those that offer treatment programs to rehabilitate young people, designed to respond to the many needs and problems of our youth, and
(3) those that promote options for rehabilitation by means of dissuasion, restitution or any other feasible means.
(b) To offer guidance, counseling and evaluation services to projects subsidized or developed under this chapter. In addition, to develop a specific open school extended hours tutoring workshop, in coordination with the Juvenile Institutions Administration (AIJ, Spanish acronym) and the Department of Education of the Commonwealth of Puerto Rico. Said workshop shall be directed toward helping the process of rehabilitation and reintegration into the community of those youths that are satisfactorily completing the judicial and correctional process, as ordered by a Juvenile Court. Those youths that return to the Juvenile Institutions Administration (AIJ, Spanish acronym) to render voluntary services after the conclusion of their resolutory measure shall also be a part of the workshop. These youths shall be workshop tutors and mentors among their peers through motivation lectures, as shall be established by the regulation to be created as provided in this act. To participate as a tutor in the Workshop, the minor and the adult in charge shall waive the right to the confidentiality of his/her record, as granted by §§ 2201 et seq. of Title 34, known as the “Puerto Rico Minors’ Act”.
(c) The Juvenile Institutions Administration (AIJ, Spanish acronym) shall identify among the youths under its custody those with the skills and aptitudes necessary to participate in the open school extended hours tutoring workshop. Once youths with potential to participate in the workshop are identified, Department of Education personnel, along with personnel from the Juvenile Institutions Administration (AIJ, Spanish acronym), shall train said youths on the necessary skills and knowledge for them to be effective in the tutoring they offer. Once the resolutory measure of the youths that are selected and trained to offer tutoring concludes, it shall be the responsibility of the Department of Education and the Youth Affairs Office to give continuity, follow-ups and supervision to said youths in the tasks they perform.
(d) To coordinate and develop an educational campaign for youths as well as for their families and the community in general, with the main purpose of preventing juvenile delinquency.
(e) To analyze the statistics of all the public agencies and private entities that offer services to prevent delinquency and rehabilitate young people.
