§ 1564. Approval and effectiveness of plan or plans

The reorganization plan or plans presented by the Governor to the Legislature according to this chapter shall have to be approved or rejected not later than sixty (60) days following their presentation in a regular session and if presented in a special session, they shall have to be approved or rejected at any time within the term of duration thereof, through a resolution approved by each one of the Legislative Houses. Either of the Houses, by a majority vote of the total number of the members composing it, may adopt a resolution stating that it does not favor the reorganization plan presented, in which case this plan shall not take effect; Provided, That if within the above-mentioned terms the Legislature does not take action on the plan or plans submitted to its consideration, the same shall take effect.

In case the plan is not approved, the Houses or the one that disapproved it shall state the reasons therefor.

The Houses of the Legislature shall approve or disapprove the reorganization plan in the form presented to them by the Governor, without modifying it.

The reorganization plan or plans shall provide for their effectiveness, and even that any of its provisions may take effect on a date subsequent to the effective date of said plan in other respects and shall incorporate the necessary transitory measures.
