The Commission may contract the necessary personnel to carry out the provisions of this chapter, as well as require from other government agencies the services of personnel that may be transferred to work in the Commission and who shall keep the rights, classification and benefits they enjoy in their respective offices or regular employments. Resources available in the public agencies and instrumentalities such as the use of information, offices, personnel, equipment, material and other facilities, may also be utilized.
The Office of Management and Budget shall render those administrative services that may be necessary to carry out the provisions of this chapter.
