(a) The Reorganization Commission of the Executive Branch, hereafter designated as the Commission, is hereby created. This Commission shall study and evaluate the organization, integration, composition, functions and procedures of the Executive Branch and likewise recommend to the Governor the changes and the adoption of measures it deems necessary to comply with the purposes set forth in § 1552 of this title.
(b) The Commission shall be composed of nine (9) persons, three (3) of whom shall be members of the Senate of Puerto Rico and three (3) of the House of Representatives, all of them designated by the respective President of each body. One of these shall be the Chairman of the [Government Commission of each body,] the parliamentary majority and another of the parliamentary minority of each body. The three (3) remaining members shall be the Director of the Office of Management and Budget [and] two (2) private citizens; the latter appointed by the Governor shall be persons of acknowledged interest and experience in matters of public administration.
The Governor shall also designate the Chairman of the Commission from among the members.
The absence, resignation or vacancy of any member of the Commission shall not affect the performance of its functions, duties and determinations.
In case a vacancy occurs, it shall be filled with a person representative of the kind of member originating the same and pursuant to the provisions of this chapter.
