The State Election Commission is hereby prohibited from accepting or processing any document whose purpose or end is to qualify for elected public office any person [who is] convicted of any of the crimes listed in Section 3.3 of Act No. 5 of October 14, 1975. The Commission shall approve the necessary regulations to comply with what has been provided herein.
