The Public Service Human Resources System shall be governed pursuant to the following provisions:
(a) Office.— The Office shall be known as the Training and Labor Affairs Advisory and Human Resources Administration Office (OCALARH, Spanish acronym).
(b) Appointment of the Director.— The Office shall be headed by a Director, who shall be appointed by the Governor with the advice and consent of the Senate of Puerto Rico. The Director shall be a person with extensive knowledge and experience in the fields of human resources administration and labor relations.
