Witnesses summoned to appear before the Commission or before any of its members or authorized agents who are public employees, shall be granted a judicial leave with pay for the term of said summons. Those witnesses who are not public employees shall receive the same per diems and remuneration for mileage paid to witnesses in the Courts of Justice.
