§ 1451b. Right of affiliation—Right to organize workers unions and to affiliate to them

The employees of the agencies of the central government, shall have the right to organize and affiliate to labor organizations, which shall be certified by the Commission as the exclusive representative of the employees, pursuant to the provisions established hereinbelow and in accordance to the regulations adopted by the Commission.
