§ 59a. Under Secretary of State; duties

The office of Under Secretary of State, who shall be appointed by the Secretary of State, is hereby created. The office of Under Secretary of State shall be comprised in the Exempt Service. The Under Secretary of State shall fulfill the duties and functions that the Secretary of State may impose or delegate to him.

In the event of absence or temporal disability of the Secretary of State, the Under Secretary shall substitute for him and shall fulfill all duties and functions of the Secretary as acting Secretary of State during said absence or disability. In case of death, resignation or removal from office of the Secretary of State, the Under Secretary of State shall exercise during the vacancy all the duties and functions of the latter as acting Secretary of State.
