The power hereby granted to the heads of departments and agencies and to the instrumentalities and public corporations shall be limited in each case to the acceptance of gifts for the purposes entrusted by law to the respective entity. Provided, however, That the Secretary of the Treasury is hereby authorized to accept in the name of the Commonwealth of Puerto Rico all kinds of gifts made to or for the use of the Commonwealth of Puerto Rico, exclusively for public purposes.
