§ 1040e. Disbursements

Disbursements to the Repository for Archives and Memorabilia of Ex-Governors and Ex-First Ladies of Puerto Rico shall be made each fiscal year as a match of funds of sixty-six percent (66%) of the Fund’s contribution against a thirty-four percent (34%) of private contributions received or generated by the Repository. The maximum amount that could be annually disbursed shall be the one in existence in the Fund for the fiscal year in which the disbursement is made, divided by the number of Ex Governors who have designated a repository for the beginning of the fiscal year. For fund matching purposes, the repository may present to the Administrator all monetary contributions received by him to be used during the fiscal year, as well as all in-specie contributions received or costs for work, publishing and activities carried out by him in the fulfillment of the purposes of this chapter.

To authorize the matching of funds, an independent audit of the immediate preceding year of the working program and of the results obtained by the repository shall be conducted in order to fulfill the purposes of this chapter.

The Government Development Bank shall advance to the repository, as a loan, the funds necessary to establish the complete Repository for Archives and Memorabilia of Ex-Governors and Ex-First Ladies of Puerto Rico, and any other disbursement made to fulfill the provisions and objectives of this chapter.
