P.R. Laws tit. 3, § 711a
The Director of the Central Office of Personnel Administration shall prepare, based hereon, regulations containing a table of classification of functions for groups of irregular jobs, which regulations shall be adopted by all agencies. Such regulations shall also contain the compensation schedules or standards applicable to irregular jobs on the basis of equal pay for equal work. The regulations shall likewise cover everything relative to selection, classification, changes, compensation, vacation, sick leaves, maternity leave and any other aspect necessary for the fulfillment of §§ 711 et seq. of this title.
The Director of the Central Office of Personnel Administration shall approve and promulgate, according to the provisions hereof, such amendments as may from time to time be necessary to introduce to the regulations.
The Director of the Central Office of Personnel Administration shall supervise the application of said regulations.
