The Office shall not require the payment of any amount, fee or duty by any disabled persons, their parents or tutors, for the filing, handling or investigation of any complaint or matter under its jurisdiction, or for services rendered for assistance, orientation and counsel on the programs, services and benefits to which disabled persons are entitled, or for advising them on the resources, mechanisms, requirements, means or procedures to obtain, participate in, or benefit from them, or to assert their rights.
The Office is exempted from cancelling stamps, fees or duties for the filing or handling of any document, action or proceeding before the courts or public agencies of the Commonwealth of Puerto Rico.
