§ 429a. Secretary, additional powers

The Secretary shall have, in addition to the powers already granted by law, the following faculties, powers and duties:

(1) To adopt, amend and repeal those regulations he may deem necessary for the fulfillment of the purposes of §§ 429—429i of this title. Once adopted or amended, the regulations shall be promulgated according to the provisions established by Act No. 112 of June 30, 1957.

(2) To acquire, rent, sell or in any other manner dispose of any property considered necessary for the carrying out of the purposes of §§ 429—429i of this title.

(3) To make recommendations to the Governor about the geographical, ecological and areas of a similar nature which should be acquired or reserved by the Government as common and public property of the Commonwealth of Puerto Rico.

(4) To grant and execute all legal instruments necessary for the exercise of its powers.

(5) To delegate to its officers and employees those powers and duties he may deem convenient or necessary.

(6) To receive donations on behalf of the Commonwealth, from private persons or entities, as well as technical assistance, funds or property from the Government of the United States of America, for which he is authorized to sign the necessary agreements for such purposes. The donations from private persons or entities shall be exempt from the payment of any type of tax, whether commonwealth or municipal, and the financial value through appraisal as determined by the Secretary of Transportation and Public Works, shall be deductible on behalf of the donor, in its total sum.

(7) To perform all those other actions convenient and necessary for the most efficient achievement of the public policy set forth in §§ 429—429i of this title.
