The Secretary of Transportation and Public Works shall be empowered to adopt any rules and regulations that may be necessary for the internal government of the Bureau of Mines or to carry out the provisions of §§ 111—180 of Title 28, and that are not in conflict with the provisions thereof. Such rules, after being approved by the Governor and promulgated, shall have the force of law.
