The Secretary of Transportation and Public Works shall have charge of all public buildings belonging to the Commonwealth of Puerto Rico and of all Commonwealth public works of whatever kind and name, whether such works be paid for with funds appropriated for the purpose by the Legislative Assembly of Puerto Rico, or with funds donated or appropriated by any person or corporation or by the Government or Congress of the United States for the benefit of the Commonwealth of Puerto Rico; and also of all property ceded by the government of Spain to the United States, the administration whereof was placed under the control of the government of Puerto Rico by the provisions of § 13 of the law of Congress entitled “An Act temporarily, to provide revenues and a civil government for Puerto Rico, and for other purposes.”
