(a) The following functions and powers are hereby transferred to the Department of Consumer Affairs:
(1) All the functions, powers and duties of the Consumers Service Administration, as well as the property, records, outstanding balances of appropriations, items or other funds in the possession and under the custody of said Administration, and the latter is hereby abolished.
(2) All the functions, powers and duties of the Retail Installment Credit and Financing Companies Regulatory Board established by §§ 731—793 of Title 10.
(3) All the functions, powers and duties of the Secretary of the Treasury with respect to §§ 981—981s of Title 10; as well as the property, records, outstanding balances of appropriations, items or other funds in the possession of the Department of the Treasury appropriated for the implementation of said sections.
(b) The Secretary of the Department of Consumer Affairs shall be a member of the Special Board established by § 259 of Title 10.
