The Institute may acquire or lease goods and services of any kind, and sell or otherwise dispose of the property as deemed necessary, without being subject to the pertinent provisions of §§ 931 et seq. of this title, known as the “General Services Administration Act”. Nevertheless, since the Institute is attached to the Department of Justice, the rules of the Exclusive Register of Bidders shall continue to apply to it.
Regarding other matters, the Executive Director as the purchasing officer of the Institute shall have maximum discretion and the broadest administrative flexibility to fully comply with the duties as provided in this §§ 296—296h of this title and other laws of the Commonwealth of Puerto Rico. For such purposes, the Executive Director shall draft regulations according to the purposes of §§ 296—296h of this title, which shall be approved by the Secretary.
