Officials and employees of the Department, including officials and employees of attached programs, are hereby guaranteed their vested rights under the laws, regulations and personnel systems, as well as their compensation and the rights, privileges, obligations and status in respect to any existing pension, retirement or savings and loan fund system to which they are affiliated at the time of approval of this act.
