The Secretary and the officials and employees onto whom he/she delegates, shall conduct the investigations as necessary and adequate for the exercise of the powers granted by §§ 291—295u of this title and are authorized to interview witnesses and take oaths and statements. Summons shall be issued by the prosecutors, advocates and designated attorneys, or by the officials or employees onto whom the Secretary delegates such a power. Likewise, they may issue summons under admonishment of contempt and require the appearance of witnesses and the presentation of documental evidence and the evidence they may consider essential for the complete cognizance of the matter under investigation.
