The Department of Health is hereby designated as the Commonwealth Government agency which is to apply a program of services for crippled children or children suffering from diseases which leave them crippled, and to supervise the administration of the services which are included in said program and are not administered directly by said Department. The purposes of said program are to develop, extend and improve the services for locating such children and for providing them with medical, surgical, corrective, and other services and care, and facilities for diagnosis, hospitalization and convalescence.
