The Protocol shall be governed by the following principles:
(a) The commitment of the Government of Puerto Rico to prevent and not tolerate sexual and gender-based harassment in the workplace.
(b) To educate all personnel regarding their duty to respect the dignity of people and their right to privacy and equal treatment for men and women.
(c) To ensure confidentiality of complaints regarding acts that may constitute sexual and gender-based harassment, notwithstanding any disciplinary rules established to such purposes.
(d) To appoint officers in charge of addressing complaints or grievances involving sexual and gender-based harassment.
