The reorganization plan or plans submitted pursuant to the provisions of this chapter may also include provisions on the following:
(a) The authorization of the delegation of any function or responsibility by any official to another official or employee of the same agency or between agencies;
(b) the change of the name of any agency affected by the reorganization and the title of its head; to designate the name of any agency resulting from the reorganization and the title of its head, in order to assign duties;
(c) the appointment, removal, term, and compensation of the head of agency and one or more officials of any agency, including the agency resulting from the merger or reorganization or a newly created agency;
(d) the transfer, or otherwise the disposal of accounting books, files, property, and personnel affected by the reorganization;
(e) the transfer of any balance from appropriations or other funds available for use with respect to any function or agency affected by the reorganization, which is deemed necessary by virtue thereof, for use by the agency or agencies assuming such functions after the effective date of the reorganization plan, and
(f) a detailed statement of the savings projected with the implementation of said plan or plans.
