§ 8822. Purposes and objectives of the reorganization

The Executive Branch Modernization Council created under this chapter, in representation of the Governor, shall submit the recommended structure and organization of the executive departments and agencies it may deem appropriate, to a thorough evaluation and scrutiny, taking into account the following objectives:

(a) To develop a clear government philosophy and organizational structure based on the current needs and new challenges of society and observing standards such as quality, time, and effectiveness in the rendering of services.

(b) To optimize efficiency and effectiveness in public endeavors, reduce public spending, and reallocate resources strategically.

(c) To reduce bureaucracy and streamline the operating processes of the Government.

(d) To delegate more powers to agencies at both the local and regional levels, so they can make quick decisions with respect to citizens’ requests for services.

(e) To promote a new organizational culture that fosters participatory management, sense of responsibility, and shared values.

(f) To establish a clear chain of command so that every head of agency can respond for his/her actions and assume his/her leadership effectively and responsibly.

(g) To develop a work plan for reorganization in order to provide for the evaluation of each department or agency in the following areas:

(1) Internal organization.

(2) Mission and convergence of programs to accomplish such mission.

(3) Internal and interagency coordination and relation with the functions of other agencies or programs.

(4) Assessment of efficiency (time, processes, and costs) and effectiveness (results) in critical services.

(5) Operational regulations to reduce bureaucratic processes and eliminate those obstacles that hinder the socioeconomic development of the island.

To make recommendations as to the convenience of eliminating, coordinating, transferring, or restructuring those agencies, departments, offices, and programs that do not meet the expectations of their end users or that have been duplicated through the creation of new programs or legislation.

(h) To assess the need for training or retraining of public officials, pursuant to the recommended reorganization and modernization plans.
