§ 155a. Power to enter into agreements and transfer funds

The Secretary of the Department of Natural and Environmental Resources is hereby empowered to contract with Commonwealth and federal agencies in Puerto Rico, or to transfer funds to said agencies of those that are appropriated and transferred to the Department of Natural and Environmental Resources for the protection of hydrographic basins and to the study for the conservation and development of water resources in Puerto Rico.

Likewise, the Secretary of Natural and Environmental Resources is hereby empowered to enter into contracts with municipalities in order to carry out the powers described in the preceding paragraph, as well as any others that may be delegated to him/her through a previously agreed on agreement.

Those municipalities that through an agreement are delegated competencies described in the cited provisions of §§ 151 et seq. of Title 3, shall keep a registry thereof and render an annual report to the Secretary of Natural and Environmental Resources for his/her knowledge and for the pertinent action.
