§ 4. Convene Legislative Assembly or Senate; Council of Secretaries

The Governor shall call the Legislative Assembly or the Senate into special session when in his judgment the public interest so requires.

When the Governor calls the Legislative Assembly into special session it may consider only those matters specified in the call or in any special message sent to it by him during the session; but it may provide for the expenses of the session and other matters incidental thereto.

He may also convene the Council of Secretaries at any time for the transaction of executive business.
