The municipalities of Puerto Rico and the Government of the Capital are hereby authorized to regulate the use of skyrocket bombs and petards from 8:00 o’clock in the morning to 10:00 o’clock in the evening. The use of such skyrocket bombs and petards outside of said hours is hereby prohibited.
