The words of a law shall generally be understood in their most usual signification, taking into consideration, not so much the exact grammatical rules governing the same, as their general and popular use. Nothing in the Teachers’ Retirement Act shows an intention to give to the word “widow” a meaning different from the usual one; since usually the word “widow” does not include her, a mistress does not have a right to the benefits provided for the widow of a retired teacher. 1958 Op.
