By Regulations, the Secretary of Justice may establish a new main office or alter the territorial demarcation of any or all sections of the Property Registry, consolidate or divide sections, or establish as many additional sections as he deems appropriate. Any of the changes mentioned above shall become effective thirty days after a notice has been published once in two newspapers of general circulation in Puerto Rico.
