After holding public hearings, the Secretary of Justice shall adopt Mortgage Regulations which cannot violate any of the provisions of this subtitle. Said Regulations shall become effective and have force of law when signed by the Governor and after all existing rules for the approval of administrative regulations have been complied with. Subsequent amendments shall be approved as provided in the Regulations.
