The sum of three hundred thousand (300,000) dollars is hereby initially appropriated to the Commission from unencumbered funds in the Commonwealth Treasury to carry out the purposes of this chapter. The Legislature shall subsequently appropriate to the Commission the additional funds as may be necessary for its operation.
