§ 313. Agencies for the sale of internal revenue stamps—Compensation of stamp agents

The compensation, if any, for the services rendered as an agent for the sale of stamps, shall be granted by the Secretary of the Treasury, taking into consideration the probable volume of sales of said agents during each calendar month, their location, investment, and other factors that the Secretary of the Treasury shall establish through regulations. Provided, That the agents for the sale of stamps may charge the public for the services they render, provided that they do not receive any compensation from the Department of the Treasury for performing said tasks.
