The Secretary of the Treasury, in coordination with the Economic Development Administration and the Puerto Rican Corporation for Public [Broadcasting], shall adopt the regulations needed to implement the provisions of this chapter. These regulations shall be adopted within sixty (60) days, after the effective date of this act.
