The Secretary of Transportation and Public Works and the agencies and instrumentalities of the Commonwealth in charge of the programs to which the proceeds of the sale of the bonds issued under the provisions of this chapter are to be applied, are hereby authorized and empowered to acquire, on behalf of the Commonwealth of Puerto Rico or of said agency or instrumentality, as the case may be, by gift, purchase, or through the exercise of the right of eminent domain in accordance with the laws of the Commonwealth of Puerto Rico, any land or rights and shares therein, and to acquire such personal property as they may deem necessary for the carrying out of public improvements.
