In the discretion of the Court or the Supreme Court, any entity may be ordered to post a bond in the amount determined by the Court or the Supreme Court when:
(a) Seeking to enjoin compliance with or proceedings pursuant to all or a portion of this chapter; or
(b) appealing from a decision of the Court and requesting a stay of such decision under this chapter.
