§ 54. Lost, destroyed, or defaced securities—Promulgation of rules and regulations

The Secretary of the Treasury shall promulgate the necessary rules and regulations for the execution of §§ 46—54 of this title. Said rules and regulations shall, upon promulgation, have the force of law.
