§ 4152. Jurisdiction to adjudicate disputes

The Department of Consumer Affairs shall have concurrent jurisdiction with the Court of First Instance to adjudicate any disputes that may arise between an operator and an occupant, whether the same is a natural or juridical person, pursuant to the administrative procedure followed by said agency or the procedures established by the Courts Administration. The operator shall not proceed with the enforcement of the lien under § 4153 of this title while a dispute is pending before the corresponding forum; provided, that the operator has been duly notified that such dispute has been duly filed with the corresponding forum through the applicable procedure.
