No person engaged in the business of repairing personal property shall receive for analysis or repair any personal property whatsoever without handing to the owner a receipt specifying the following:
(a) Cost of the estimate, if any.
(b) Whether the amount charged shall be applied or not to the cost of the repair.
(c) Time that conducting the estimate will take.
(d) Warranty offered should repairs be made.
