§ 2162. Exceptions to this chapter

The provisions of this chapter shall not be applicable to:

(a) The manufacture, delivery, transportation, distribution, sale or offer for sale of a textile product produced to be exported outside of Puerto Rico.

(b) Any person, publicist or publicity agency that makes the promotion of the material, who is not the manufacturer, distributor or seller of the product, and if said person or agency notifies the Department of the name, address and telephone number of the manufacturer, distributor, or seller of the textile product being promoted.

(c) To any textile product that has not been processed in the way it is to be sold or offered to the consumer when ready to be sold. Provided, That this exception shall only be applicable if the textile product in question has an invoice or any other document related to its distribution or marketing which has the label required in § 2154 of this title.

(d) To the material used to stuff the upholstery of other articles, with the exception of what was previously provided with regard to the reuse of the stuffing material.

(e) To the outer cover of furniture, mattresses and bedding.

(f) To the finishing or linings.

(g) To the cushions or finishings used under rugs.

(h) To the sewing and embroidery thread.

(i) To the wastes that are not intended to be used to manufacture a textile product.

(j) To the textile products used in the manufacture of shoes and boots; and

(k) To textile products used in the manufacture of hats, handbags, luggage, brushes, lampshades, toys made of cloth, adhesive tapes or papers or cleaning cloths saturated with chemical products.
