It shall be incumbent on exchange and stock brokers:
(1) To intervene exclusively in deals and transfers of all kinds of quotable public securities as defined in § 1115 of this title.
(2) To intervene, in concurrence with commercial brokers, in all other exchange transactions and contracts. In said transactions and contracts they shall be subject to such liability as attaches to such transactions.
