P.R. Laws tit. 10, § 719
An innkeeper, at reasonable times and for proper purposes, shall have the right of access to, and the right to control all parts of his hotel, including such parts thereof as may be occupied by guests, tenants and others. An innkeeper shall use due care in the exercise of his rights of entry into a portion of the hotel occupied by guests, tenants or others, and shall be liable for damages suffered in the exercise of said right, only if proved that the damages suffered occurred through the fault and negligence of the innkeeper. The innkeeper shall also have the right to make and enforce such rules and regulations regarding the conduct and other matters of guests, tenants and other persons as may be reasonably designed to discourage conduct and other activities offensive to other guests of the hotel, or generally considered inconsistent with recognized standards of conduct or that might be inimical to the principles and recognized standards adopted by the innkeeper for the operation of his hotel, with respect to guests and other persons in the same. Such rules and regulations may also include provisions for the payment of bills owed to the innkeeper and regulations with respect to the reservation of rooms or lodging, the length of stay in the hotel and other matters reasonably necessary or convenient for the operation of the hotel.
The innkeepers must submit to the Puerto Rico Tourist Company a copy of all the rules and regulations approved by them including their amendments. Any regulation affecting the guests, as well as a copy of this chapter, shall be available to them at the hotel’s information center or registration desk.
