The Secretary of Agriculture shall, from time to time, prescribe such rules and regulations as he may deem necessary for the efficient execution of the provisions of §§ 341—371 of this title. The Secretary of Agriculture is hereby authorized to levy and collect, by administrative proceedings, from every warehouseman licensed under §§ 341—371 of this title who fails to comply with any of such regulations, and in cases of misdemeanor against §§ 341—371 of this title, a fine of not less than twenty-five dollars ($25) or more than one hundred dollars ($100) for each violation, or he may, in his judgment, file a complaint against such person, in the corresponding court for failure to comply with the regulations or for any violation of the law.
When the Secretary of Agriculture levies an administrative fine as hereinbefore provided, and such fine is not paid, the amount of the fine shall be paid by the warehouseman’s bondsman or bondsmen.
The amount of the fines levied under this section, shall be covered into the Treasury of Puerto Rico.
